An inquiry has reportedly found that outgoing public service commissioner John Lloyd breached the public service code of conduct when he emailed research about enterprise agreements to a right-wing think tank.

An investigation found Mr Lloyd’s actions in providing the document to the Institute of Public Affairs did not fulfil public service values and failed to uphold his agency’s reputation but did not warrant a sanction, Fairfax Media reports.

Mr Lloyd quit the commissioner role in June after scrutiny over his links to the IPA. His last day on the job was on Wednesday.
